Why did Obama renege on offshore drillling?

Now that the cost of a barrel of oil is rising again, can we ask why President Barack Obama stopped offshore drilling and exploration after agreeing to it during the campaign?

Barack Obama somehow misunderstood the office of the presidency. The president is not just a figurehead; he is expected to work sometime.
