Two employees have been placed on administrative leave from the Montgomery Development Center while two state agencies investigate missing money from the agency.

HUBER HEIGHTS — Two employees have been placed on administrative leave from the Montgomery Developmental Center while three state agencies investigate missing money from the facility, according to a state official.

The Ohio Inspector General’s Office and the Ohio State Highway Patrol are conducting the investigation of alleged criminal activity at the Huber Heights facility, said Ohio Department of Developmental Disabilities spokeswoman Vicki Rich.

It is unclear how much money is missing, Rich said.

The center received a call from the Credit Union of Ohio about checks that had been deposited in the account of an MDC employee, according to an Ohio State Highway Patrol incident report dated March 13.

Those checks were drawn on MDC accounts and the signatures on them were forged, the report said.

The alleged crimes occurred from Dec. 29 until March 12, the report said.

One of the employees was placed on leave March 12 and the second on March 16, according to letters released Wednesday.

Rich said that the investigation is focused on the employee placed on leave March 12. MDC Superintendent Nancy A. Banks placed the other on leave as a “precautionary procedure, since we’re reviewing our business practices,” Rich said.

No charges had been filed against either employee late Wednesday, according to court records.

The Ohio DODD also is investigating the allegations, and released the following statement:

“We are investigating, along with Ohio State Highway Patrol (OSHP) and the Inspector General, an allegation regarding theft of funds. If true, this resulted from a dishonest employee committing a criminal act. We are currently examining whether controls of separation of duties for cash management processes were thoroughly followed, as well as whether there are improvements we can make in tracking activity.”

Deputy Inspector General Carl Enslen said it is office policy “not to confirm or deny our involvement whether we receive a complaint, let alone if we are involved in an investigation.”

Rich said the MDC is funded by Medicaid — 60 percent federal, 40 percent state — and that it costs approximately $15.5 million annually to operate.

Banks declined to comment, deferring all inquiries to the DODD office.

Huber Heights Police Chief Robert Schommer said his department has not been involved at all in the investigation.

“It’s state property, so if there’s a crime there, we defer to (the OSHP),” Schommer said. “By law, that is their jurisdiction.”

The facility — located at 7650 Timbercrest Drive — is home to more than 100 adults with developmental disabilities. There are seven homes on the campus.

Most of the residents are diagnosed with severe or profound disabilities and require extensive care. The center serves Preble, Montgomery, Greene, Butler, Warren, Clinton, Hamilton and Clermont counties.
