2 former corrections officers indicted on drug charges

SPRINGBORO — Two former Warren County Correctional Institution officers have been indicted on drug charges, four months after they were found by Springboro police engaged in sexual conduct inside a car with more than 100 pills and a note indicating inmates were receiving illegal drugs.

The Dayton Daily News learned Monday morning from Warren County court officials that Annika Skinner, 36, of Clearcreek Twp., was indicted on nine counts of deception to obtain drugs, a fourth-degree felony, and a single count of possession of drugs, a misdemeanor. Herbert J. Cook Jr., 61, of Dayton, was indicted on a single count of trafficking in drugs, a fifth-degree felony.

“In 2009 into 2010, Defendant Skinner used deception with several doctors, in and around Warren County, to obtain prescription drugs as well as possessing drugs that were obtained by Defendant Cook, during a traffic stop in the City of Springboro,” according to the indictment report.

Skinner and Cook both resigned in July from the Ohio Department of Rehabilitation and Corrections.

They were placed on administrative leave in May while state and local authorities investigated the seizure of the pills found in Skinner’s car on May 9 after Springboro police found her and Cook “performing sex acts” in a parking lot, according to police reports.

Inside the car, police said they found “a note found making reference that inmates were being given illegal drugs,” according to a report.

Springboro police responded to a call to come to the parking lot outside the local Miami-Jacobs College campus and Applebee’s restaurant on West Central Avenue, according to an incident report.

At 9:53 p.m., police found the pair inside Skinner’s white 1995 Lincoln Continental that was parked in the lot.

“Upon approach on vehicle in west lot of Miami-Jacobs, both subjects performing sex acts and female attempted to hide pills,” the report noted.

Police seized more than 100 pills, baggies and a note about state prison inmates receiving drugs, according to the report.

At the time of the incident, Cook and Skinner were not arrested. Police said they were awaiting results of tests on the drugs before presenting the case to a Warren County grand jury.

Skinner and Cook remained free pending arraignment in Warren County Common Pleas Court.
