Funding fix won’t affect Clark, Champaign districts
None of the Clark or Champaign county districts were big winners — or losers — in the state’s school funding fix that will mean extra state aid for some districts while others have to pay back funds they received.
My education reporting colleague Scott Elliott takes a look at the situation in today’s News-Sun.
The legislature passed a budget correction bill to fix an error related to the elimination of personal tangible property tax, a tax on the equipment and materials of local businesses.
Personal tangible property tax is gradually being phased out of the funding system through 2017 when it will be completely eliminated. The state is partially subsidizing districts for the losses and some of the tax burden is shifted to land owners.
Some Miami Valley districts (most notably Middletown and Monroe in Butler County) were among the 118 districts that would receive additional dollars while 188 others will have to pay back money to the state through reduced payments this coming fall.
The districts in Clark and Champaign counties were not significantly affected either way and while some of them would welcome extra state dollars, I’m sure, no change is better than losing more than $200,000 through the new calculations.
