Sheriff Phil Plummer: Criticism of sheriff’s office incorrect and misleading
This guest column was written by Montgomery County Sheriff Phil Plummer.
This letter is in response to Ellen Belcher’s commentary (“How badly can we do law enforcement?” Aug. 8) in which several incorrect or misleading statements were made.
I am not at war with Deborah Feldman. I was elected to run this office and that is what I intend to do.
As it pertains to Belcher’s statement, “The most public problem was his botching of the region 911 emergency dispatch center.” In fact, AT&T claimed responsibility for this error and stated “Our extensive testing revealed that the problems experienced on March 26, 2009 were the result of a programming setting of the Nortel CS1000M” phone switch.
Belcher also stated, “When that system went live, calls weren’t getting through for hours.” In fact, 2,228 calls were received at our regional dispatch center on this date. Only five calls went unanswered due to AT&T’s error.
During my interview with Belcher, I stated that I would allow a consultant of my choosing to conduct an analysis of my policing contracts. This was omitted completely from her commentary.
The Montgomery County Sheriff’s Office has held policing contracts with Harrison and Washington townships over the past 40 years. Over these years, billing for these contracts has increased.
The three-year policing contracts with Harrison and Washington townships expire December 2010. The three-year policing contract with Jefferson Twp. expires December 2012.
Section 311.29(B) of the Ohio Revised Code grants the county sheriff the authority to enter into contracts with townships, municipalities, and other political subdivisions to perform any police function, exercise any police power, or render any police service in behalf of the contracting (political) subdivision. Therefore, any future contracts will present a competitive and appropriate rate with services that my office provides.
Since 2008, the Montgomery County Sheriff’s Office has had a reduction of $3,048,866 from its general budget and has reduced staffing by 56 employees.
To offset these budget cuts, I have generated new and additional revenues from items such as inmate book-in and release fees, inmate video arraignment fees, fees from sexual offenders, housing of federal prisoners, etc., in the amount of $2,785,608.
The majority of this revenue is returned to the county general fund.
I have implemented additional savings of $103,737.15 from the reduction in command staff pay. Furthermore, my command staff has not taken a pay raise in two years. An additional $300,000 was saved from the inmate medical contract with NaphCare.
Implementing an additional $860,640.12 budget cut for 2011 will be challenging, but I will continue to move promptly to implement actions to balance our budget.
My primary goal is to protect the quality and integrity of our neighborhoods by working with our community and elected leaders in reducing violent crimes. Although our budget has been drastically cut and is continuing to be cut, violent crimes in Montgomery County are down. In the areas patrolled by my office, murders and rapes have decreased 25 percent compared to 2009.
With the confidence of police chiefs, the Regional Agencies Narcotics and Gun Enforcement Task Force has been implemented. This task force will soon consist of 10 police agencies working to combat crimes of violence as a result of increased gun and drug activity in Montgomery County.
Despite budget cuts and loss of personnel, the men and women of the Montgomery County Sheriff’s Office will continue to provide the highest level of law enforcement services to the citizens of this county under my leadership.
This service will be provided in a professional manner that the citizens both demand and deserve.

Obviously the first 5 posts were part of the Plummer rebutal squad. This article was most likely written by one of Plummer’s political hacks, he doesn’t have the syntax and grammer skills to put this piece together. I find it ironic Plummer’s blog squad blasts Belcher but how do we know the statements made by Plummer are true? Were they verified by an unbiased financial expert? I doubt it, the financial stats he puts forth were most likely compiled by the fiscal officer in his department. Sheriff plummers states he will allow a consutant, “of his choosing” evaluate his operation. What kind of stupid statement is that? Phil, you are desperately trying to regain some level of credibility in the community, the “ethical” and “intelligent” statement you should have made would have been, ‘I will use a financial consultant independently chosen by the financial review panel who recently reviewed Montgomery County finances’. Stating you will choose your own smacks of hiring your sister as a $150K appraiser. You do not need another similar debacle. Do the right thing and have your department’s financial operation thoroughly analized. Then maybe you might regain your lost credibility.

It is apparent you are one of the “rebutal” crew Phil has ordered to change the subject whenever a negative article appears about your boss. Plummer’s failure to properly test, which would have exposed the AT&T problem, the 911 center, Sister 150K Gate, and now this has given the Dems all the ammo they need to defeat him in 2012, and there’s two years left. Phil will be on TV when the next roach clip is found in the back of a car and at the next “stop the violence” picnic. Does anyone really believe violent crime is down the County, please Phil, start reading the front page of the paper instead of the comics.

Ms Belcher, would you please do a story on the Insurance Fraud that was going on in the Montg. Co. Admin. Building. I think Foley and Feldman left out alot of information to complete the real story. They did not tell you that the insurance company started the investigation. One more thing was Judy Dodges 25 year son who is running from the law in the investigation. Did he have Co insurance???? How many other family buddy’s of the Couty Commissoners had someone on insurance??? The insurance company now make us bring in paperwork to show who is in the family that can be on the County Insurance. I bet a lot of the good ole boy’s from the Ivy Tower/Toilet upset. Karl how is the taxes on Belcher’s house in Washington Twp. I bet there not as high as the average joe, that lives down there. DDN reported Housing Down in Montg. Co. and Deb Feldman gets a bonus. This is really scary to think that all this fighting is going on in our county. Familys are having a hard enough time right now puting food on our tables and trying to find ways to keep our children from being depressed with all thats going on in the world and with war. I believe I speak for many of us who dont work for the county or any police departments. please stop this fighting we need all of you. we are looking at you to help us and to give us a reason to believe you will have the answers to save us and help us save ourselves in these hard times. And all we read is that there is trouble with the very people we elected and need. I pray all of you will realize now is not the time to point fingers about the money loss in the county you didnt cause the problem you didnt cause our companys to go under. Help us find ways to work together and rise above this and work as a team we need you.I image your jobs are very hard and the stress is great at times. If you care about the county residents please find a way to work together for the people of this county and give us something to look forward to. we cant have you breaking down on us now. there is knowone person who caused all of the problems here. But it will take all of us to fix them.

I still think the original story written by Belcher is a one sided, politically motivated piece of crap. Its obvious that a Republican will not got a fair shake in the DDN. To those that believe everything written in the DDN…you need help. To those claiming to be MCSO employees, be thankful you have a job and admit it you are doing better under Phils administration. Whinning and rehashing old rumors doesnt say much for your credibilty. Ok, lets make sure everyone knows the dynamics here: Ms. Belcher is married to Judge Dennis Langer. Langer used to be Mat Hecks right hand man. Both are big democrats. Feldman is a Democrat. Plummer is a Republican. Belcher has written a political hit piece on a Republican office holder with scewed facts in yet another attempt by DDN to demonize one party, and exhalt another. The Dayton Daily News, with their continued biased reporting, allowing comments on articles contrary to Republicans, but disallowing comments on the FEW articles critical of Democrats, shows obvious signs of DEmocratic allegiance instead of being an impartial news service. Belcher is a HACK, Gottlieb is a HACK, DDN might as well call itself what it is, the Dayton Democratic News. It is no more reliable than the Huffington Post, STAR magazine, or a rant by bi-polar Keith Olbermann.

@amazed, I work at the Sheriff’s Office as a sworn deputy sheriff, I will not give my rank as I dont want any retribution. Plummer is viewed as a disaster by many of the employees. Most never sees him unless you are part of the drug squad or neighborhood party patrol. He sold himself out to his union buddies and hired “relatives” of present employees in positions they are unqualified. We know Plummer has ordered command level employees and some of his old high school buddies, sounds like the appraiser mess, to get on the boards and say everything negative about the person(s) who comes out against him. He is very vindictive. That is why these “supporters” of Phil’s are trying to deflect the story back to Feldman and Belcher. Phil is an embarassment, if you don’t think so, put your application and get a job here. Let’s see what you think in a year or two.

Sheriff Many of your facts are correct in your response but you left out one important item. When the committees met with you in 2009 you were informed that the services to the townships cost more than you were charging them. You were advised then to raise the cost to cover your actual expense. Other county residents are paying for the policing in those jurisdictions and they should not be. If you dont want to cover your cost then cancel the contracts and let them form their own departments.

I remember Gary Haines how he was very much the common man but carried out his duties as Sheriff with community support and and a grace and dignity that was admirable. Anyone remember Gary? Nobody wants to pay more nobody wants to subsidize the cost to someone else.

@Tom, we don’t know for sure Plummer’s financial data is correct. Those figures needs to be verified independently before they can be taken as fact. Most revenue sources he cited have been enacted by the legislature and in place well before Plummer was appointed. He claims monies raised from “inmates”, are these revenues just being carried under accounts receivables or are(have) they actually been(being) collected? Plummer has claimed reducing Command Staff salaries. He fails to state he brought in two Captain positions from the Parks Districts, which he didn’t need. He lowered their starting salary a small amount to appease the unions. Everything Phil quotes about the law is true but irrelevant to his problem. Phil now must cut $800,000+ from his budget, all because he was arrogant and wouldn’t work with County Officals and other Elected Office Holders.

Tom..Unless you have worked with the budget you have no idea if the figures are correct. Just because you dont like some of the promotions smacks of jealousy. People get promoted for a number of different reasons, one of which is loyalty. You dont have no loyalty and and you dishonor those that came before you. Although I have never worked under Phil, I have known him since he was a CO. I have found him to be very personable, and a man who believes in his department. I have no reason to not believe what he says. I also am in daily contact with many deputies and supervisors from the MCSO, as I teach at many academies that they also either instruct at, or come to for extra training. Not a single one has had a bad word about the Sheriff, and I have spoken to a lot of them. Most have said it is far better NOW under Plummer than the immediately past Sheriff. I believe that too. I have also looked at the various posts by the negative posters in this, and in other threads relating to this story. I have found that many of the various “Anti-Phil” posters, have the same writing styles, some even using the same verbiage in their posts, yet under different names. This is indicative of someone trying to mislead readers into believing there are more holding the same opinion than there are. yesterdays OP-ED is a prime example. Two posts, one from “JD” and one from “DV” were almost exactly the same. I have no dog in this hunt. I retired from DPD. I had a great level of respect for Wilson and Haines, and also Plummer. I believe that the original article was heavy on cristicism, short on facts, and was a political loyalty op-ed for a friend of Belcher- Mrs Feldman, who shares the same political leanings as the writer. The MCSO is a fine organization, with fine members.

Amazed, you must be Phil’s relative. Your posts are always the same and biased towards lms phil. Sorry, but I don’t remember being asked during my interview process if I was going to be “loyal” to someone I don’t feel is qualified for the job. I interviewed and got the job because I wanted to be a cop. He is going to picnics etc… so he can improve his image after the facts of his indiscretion with a subordinate, promotion of his 2 chief deputies for political advantage, the RDC disaster, Sister Gate, and Budget Gate. Just watch how fast the Command Staff runs out of there when they get their time in.

Ellen was right! A typical ‘political’ response (i.e. the 911 dispatch issue) is to blame the system chosen to employ it. There is nothing ‘misleading’ in Belcher’s OP/ED piece. Plummer’s response is he is not repsonsible for things he has a responsibility for.

I don’t buy it. I see the results of the MCSO around me every day…I am not impressed. The county jail is supposedly an award-winning facility. Really? Serving rotten food to inmates, illegal over-crowding. Injured and other persons requiring medication or medical attention left unattended or simply denied. You can judge a country (or county) by its roads and its jails.

Glen, I am not related to Phil, I am retired from the S.O. Your loyalty ends with your pay stub. You pubicly demean your bosses while hiding your true identity. You should be man enough to come forward, identfy yourself, and state the facts as you know them. I am not referring to rumors you have heard or things you have read in the DDN. @Ret. Sgt.: While I don’t dispute your views of Plummer as a person, I don’t think that was what Ellen was addressing. I think she correctly identified local concerns about the scope and authority of the Sheriff’s Department. There is at the very least the perception that Plummer is benefitting from these ambiguities which, I think, is the meat of Ellen’s piece and, yes, this has been going on for some time. Also, clouding the issue, is the ‘problem’of what jurisdictions are covered by MSD’s law enforcement services as well as cost. I do not think Plummer addressed this. Back to the basics, Plummer’s prime job is the County Court and Jail. Period. When he speaks of joint task forces and multi-jurisdictional investigations he does validate Ellen’s concern he is expanding the scope of MSD while claiming to make make budget cuts. For the sake of reasoned discussion, if Plummer stuck with MSD’s main mission would these budget cuts be necessary in the first place? Are Plummer’s ‘investgative’ services a condescending indictment that other law enforcement agencies cannot do their jobs?

Amazed, when you identify your self then I will too. You never worked for the S.O. and if you did you took one of those phone medicals. You float on blogs all day long, maybe you should get a part time job at walmart, i am sure columbus will allow you to sit on a stool and say hello to customers. I work around the people with the info and hear them talk everyday how screwed up Plummer has made things and how he has pi**ed off everyone in the County. He doesn’t play nice in the sand box, it is that simple, it has nothing to do with politics. Repubs have been in the Sheriff’s Office for over 50 years. Unfortunately that will end if the Dems find a viable candidate.

Glen, I for one will say the obvious; ‘identity’ here is optional and in no way makes any comment more or less valid. RE: Plummer. The MSD has had a virtual free ride for some time and I’m not sure if that’s a ‘Republican’ issue or local residents just not asking too many questions; maybe a little of both. I think Ellen brought several issues to the table which Plummer did not address in his response.

Plummer’s defense of his entering into law enforcement contracts with other municipalities is “Section 311.29(B) of the Ohio Revised Code.” While that is a ‘authority’ is falls short of a mandate or contains proscribed ‘neccessities’ for such contracts. THAT is the issue Ellen raised and by citing authority without coupling it with need and fiscal, County responsibilty Plummer is presenting a classic legal defense; cite authority then make questionable behavior appear to fit the interests of the County. Smoke in mirrors. The ORC did not intend for sheriff’s departments to dispense law enforcement on a highest bid basis and then bill taxpayers for expanded ‘task force’ work in jurisdictions that don’t pony up to Plummer. In this regard, Plummer is twisting the ORC to fit his needs. I nominate Ret. Sgt. to run against Plummer.

Glen, did you know the Democrat party has been in charge of the Prosecutors office for just as long? Where is your outrage over Mat Heck and his team who have screwed up the Pros office for decades? @Max. The Sheriff in Ohio counties is responsible for the jail, the serving of civil and criminal orders, Court Security and the Law Enforcement of unincorporated areas of the county. The Sheriff does have the right to charge those areas for service, or they may consolidate with an ajacent incorporated area, or provide protection for themselves. That is the duties of the SO. While I agree some task forces created are not under his initial mandate, he does have the authority to do so under the powers of being the chief LEO for the county. I hardly think it is fair to blame the Sheriff for technical failures of a telephone system, installed by AT@T. Did you know that the Miami County Dispatch System in Troy dropped as many calls in a week last year? As previously stated, EVERY deputy I have talked to, in a private setting, has supported Phil and prefer him over the previous admin. Anybody else think the idea of a consultant, of the sherriff’s choosing, sounds a lot like an internal investigation, which generally doesn’t investigate anything? A glorified, ousourced yes man. Not commenting on anything else in this opinion piece, or the original opinion piece, since I didn’t read the original. Just noting how that idea sounds.

First and foremost I am not a Dem. or Rep. I am one of the majority in the County, an Independent. Ret. Sgt., just because you claim law enforcement status and entitlement does not automatically mean I believe you. With that said, I work at the S.O. in a sworn capacity. Plummer is supported by the past leadership of the FOP because of sweetheart deal, the former president and Plummer’s former SWAT partner received. Support for Plummer was lined up in record time. Plummer’s arrogance has cost the regular employee dearly. Like it or not, he is in the POLITICAL arena, and he is failing miserably. He has thrown those who got him elected and were his biggest supporters under the bus. Ask the command staff in one of your “private settings” what they think of them. Only after they retire will you get the truth. He has promoted lackeys and unqualified individuals into high ranking positions. Since you are so “connected” to a deputy, check out the qualifications, training, and experience of his Chief Deputy Plummer’s last two promotions to Chief Deputy rot of political maneuvering. Nolan was promoted so he would shut up and support Phil. The present Chief has connections to Mat; you know the one you who has screwed up the Prosecutor’s Office for decades, as you say. Plummer has chosen to remain confrontational with the County Commission and County Administrator. How does that help me Ret. Sgt.? You pontificate all day when posters attack the City of Dayton’s inability to fund police, retirement systems or other pet peeves of yours. How about my livelihood? I am not retired yet Sarge, I need to keep getting raises and progressing just like you did during your career. Doesn’t look like I will be as well off as you after I decide to leave the biz. Plummer has destroyed all the good will the Sheriff’s Office had built up over at the County and he did it record time, right after he was appointed. His confrontational style stinks and is costing me and my fellow officers’ future economic gain because he is looked at unfavorably. You say you’re so connected, ask an elected official what they think of our sheriff in one of your “private settings” and report back to me. 911 was put into place before it was properly tested, AT&T’s errors would have been found out in a dry run, Sister Gate and Revenue Gate have all diminished our faith in his ability to lead. Sorry, but Phil will have a hard time beating back a qualified challenger in 2012.

@Ret. Sgt.: I understand the SD’s authority. I also understand in budegtary terms, extending both authority and budget at County expense where duplicity exists in law enforcement, Ellen’s piece is right on the mark. Glen’s remarks go beyond the Rep/Dem thing with MSD; I think he does provoke the question Ellen was also broaching. As voters, do we have any options? If there is no opponent to Plummer, then don’t we receive what we deserve? Ret. Sgt., you have to admit Plummer’s response was both non-responsive and defensive. What does that tell you?

Greg you are right on point and don’t let Plummers buttboys keep you from posting. The public deserves to know what goes on inside the SO and how bad the morale is. The incidents you point out are just the icing on the cake. There is much more and many people know about many more stories. Plummer like Vore does not promote the best, he promotes the most loyal. I’m hearing someone bought a trailer at the lake when Phil did and then sold his trailer when Phil sold his. I guess that’s the way to get promoted at MCSO. Screw doing a good job, just stick your head as far up the bosses behind as you can and ride his coat tails. There have been some great cops at MCSO, I think they intimidate the ones in charge.

Let’s keep this piece written by Sheriff Plummer in perspective. He is responding to an article written by an opiner. Sheriff Plummer did not address the issue of under charging the townships. If, as he states he has cut his budget and increased revenues through new methods, then, he has done his job. However, he does not address the headline which stirred this hornets nest, County short $1 million; sheriff’s cost blamed. The article stated a review panel conducted a process that evaluated the County’s financial situation and found the Sheriff is not charging actual costs back to the townships as REQUIRED by ORC Section 311.29. I agree with Max, Sheriff Plummer defended areas that were not challenged and failed to address the core issue. You can do better Phil!

I have stayed out of this fray but I have sat back and done a lot of laughing at these posts. I have laughed most at the one put up by Plummer’s “hit” bloggers. They are so desperate to defend the indefenceible. The posts that try to let Plummer off the hook by blaming retired Sheriff Vore must be from adherents to the Obama blame Bush playbook.The posts against Plummer seem to be more logical and backed with more facts. I think Phil is in touble if Danny Hobbs, Mike Lang, or the wild card, who chooses to remain nameless at this time, throw their hat into the primary. If the dems get a viable candidate he most likely will lose in 2012.

Bill, I’m amazed at how terroristic his little hit squad can be. Threaten people with subpoenas etc. There appears to be a real sense of entitlement for the occupants of the sheriffs office. Each one has allegedly handpicked his successor (I still refuse to believe Haines would be Vore unless Vore was the last one standing). When someone else was asked by the party to be interviewed Vore and Plummer submarined him terribly. They did pay him off with the chiefs gig long enough to probably up his retirement high 3 years, so it was probably worth it, but how dare they try to influence who the voters have to choose from. Plummer is in way over his head. All it will take is one more “event” and the whole world will be able to see how bad a manager he is.

The paper won’t allow posts on certain topics like shootings and so forth because it puts a bad light on their views and stats. It’s the “snooze ’ paper. They refused to print a story about the unpaid taxes of the Trotwood police chief Quincy Pope. He owed about 11,000 in back taxes.

DV, I know for a fact Haines wanted Vore to take over for him, he prepared him through progressive promotions and assignments because he was young enough etc… Haines also thought Vore had the political connections and stomach for the game, he did and did. Unlike Plummer, Vore did not compromise his beliefs to gain support. You knew where Vore stood and he never took it personal. He promoted many who were against him during his election, unlike Plummer who cut a deal to keep Nolan off his back the next time around.

I curious, what agencies are you talking about, he was in every task force going and had other join his swat and hnt teams and organized crime unit. You are what we call a bitter ex. An employee who was removed from a position you could not peform or were not suited for. Either way, give me some real names and we will talk. If you had any info or contact with anyone in the know, you would surely know Vore made no deal with Nolan other than he didn’t fire him, which many of us in the department wished he would have.

Dv, swat team expanded regionally under vore and the equipment was all updated, tired of telling you, a former fired employee who has a personal agenda agaisnt vore the FACTS. Vore incorporated the new swat armored vehicle and command post. Cane was destroyed when two south cities pulled out because Vore hadto put an incompetent Lt. in charge becaue the union grieved and Plummer’s incompetence didn’t know how to handle this Lt. This Lt. destroyed every position occupied. Landis is another story, funny how Plummer promoted him, after the Sister Gate scandal broke. Landis’ wife is Mat Hecks admin. asst. We’ll see how this all plays out. On the other issues get your facts straight or I will have to continue with the smack down.

Against our advice, because some of knew better Sheriff Vore reached out and told the then chief to let gb back in. Plummer couldn’t get along with gb. Poor DV, his inabiltiy to cypher facts makes him look childish. Of course a deal was made by Plummer with Nolan. Nolan was going to expose all of Phil’s little secrets during the election. So after Phil got the nomination Nolan scared Phil, at the disgust of the command staff in place at the time, Plummer appointed Nolan Chief. Nolan then spent the next 18 months until Plummer ran him out, running around like HE was the Sheriff. Nolan wouldn’t or doesn’t remember too many conversations he has with anyone, “wink, wink”, you know what I mean. Being a retired MCSO employee who has felt the wrath of Phil & the Mopes, I have to laugh at those who demand(current employees bloggers critizing Phil) to identify themselves. I rejected Phil’s unethical practices and made my identity known while working there, only to be targeted and harassed without good reason. All of my Evals were outstanding and I had no discipline or written warnings in my file. That didn’t stop Phil and his hyprocite staff from comming after me. He is just like his “daddy” Vore, and will have his adminstrators go after anyone he personally can’t contend with. He is the coward. Also, USMC Sergant, if you saw how the SO functions, you would never compare it to the military again. Unless you spent all your service time in Sick Bay. I’m prior military and I have experienced what he is capable of. Phil & his mopes couldn’t manage a Little League Team. Have you seen or heard him in public. I am embarrassed for him and I have no respect for him. Wake up Republican Party, before the Democrats do!!

You are a former ex-employee who was going to be fired by Vore for incompetence and other inappropriate behavior. Instead of taking your punishment like an adult you ran up to Columbus like the rest of the haters, who never should have been cops in the first place, acted like you were incapable of doing your job, when in fact you and your kind are nothing but cowards, submitted for, with the assistance of a questionable mouthpiece, called off sick never to be seen again until you recieved your “fraudulent” “disability” “retirement”. It amazes me how everyone who criticizes the SO this moron calls retired medically and starts making up stories. The only disability around here is between your ears “phil” and a little google search reveals all kinds of negative stories about your hero. What amazes me is little gutter snipes like DV, who are past disgruntled employees who hold grudges against Sheriff’s for their life incompetencies have the gall to complain on these blogs about treatment. When gutter snipes like you have the set necessary to present your b.s. to those you snipe at in person, well, at least I might be able to muster a speck of respect for you. Will someone in Plummer’s camp tell him when doing an interview to not try to sound like a real Sheriff, Sheriff Joe Arpio. Plummer sounds ridiculous when talking about drug raids and “how he going to clean up the City” etc…
