Popular blood donation and MRDD bills signed by Strickland

Gov. Ted Strickland signed into law on Tuesday July 7 two bills politically popular bills.

The first allows 16-year-olds to donate blood with parental consent. Previous law said 17- and 18-year-olds can donate blood without parental consent but younger kids may not donate blood at all. High school students account for 10 percent of all blood donations and the law change is expected to bring in 10,000 more units per year.

The second bill drops the words “mental retardation” from the official titles of state and county agency names. The state Department of Mental Retardation and Developmental Disabilities will be renamed the Department of Developmental Disabilities.

People with disabilities will celebrate this great victory. It was through their initiative that the issue was introduced in the Ohio House and Senate because of the way they felt about the negative perceptions that are associated with the words “mental retardation.” Just like the removal of the words idiot and imbecile from our lexicon forty years ago, it is time for this hurtful term to be removed. People with disabilities have lives full of daily challenges. But thanks to a caring community, dedicated family members and the Montgomery County Board of Developmental Disability Services (new name), their lives improve every day. Thank you Governor and all of our elected officials for caring about the lives of our most fragile and vulnerable citizens.
