OHSAA Board of Directors update

The following report was released by the Ohio High School Athletic Association on Friday, May 14:

The Ohio High School Athletic Association Board of Directors met Thursday at the OHSAA office in Columbus for its regularly scheduled May meeting. The following are highlights from the Board meeting. The complete set of meeting minutes will be posted at OHSAA.org.

• Four new member schools were granted OHSAA membership beginning with the 2010-11 school year, including St. Clairsville East Richland Christian School, Granville Christian Academy, Cincinnati Oyler High School and Cincinnati Riverview East Academy.

• A total of 13 member schools were penalized recently for violations of OHSAA bylaws or sports regulations. The list of schools, their infractions and the penalties are presented at each Board meeting and are always noted in the complete Board meeting minutes posted at OHSAA.org. Prior to the minutes being posted, however, media may request the list from Tim Stried, OHSAA Director of Information Services.

• The Board approved two modifications to the OHSAA general sports regulations that address concussions. First, the Board adopted a more stringent set of regulations than what the National Federation of State High School Associations (NFHS) has in place for a student to return to play after sustaining symptoms or behaviors consistent with a concussion (such as loss of consciousness, headache, dizziness, confusion or balance problems). Second, the Board stipulated which medical professionals may grant written permission for a student to return to play. Those professionals include a physician, as authorized under ORC Chapter 4731, doctors of medicine (M.D.), doctors of osteopathy (D.O.) and an athletic trainer, licensed under ORC Chapter 4755. The changes will appear in the General Sports Regulations and in each sports preseason mailing for coaches and officials.

• The Board approved tournament draw dates for the 2010-11 school year per recommendations from the District Athletic Board Review Committee.

• The Wrestling Coaches Association asked the Board to consider adopting a team format state tournament to be conducted along with the current individual format state tournament. The Board is expected to vote on the proposal at its June meeting.

• The Basketball Coaches Association made a proposal that interscholastic coaches be permitted to provide more individual fundamental skill instruction in the off-season. The Board is expected to vote on the proposal during its June meeting.

• The Ice Hockey Coaches Association made two proposals that the Board is expected to vote on during its June meeting. Included are extending the length of periods from 15 to 17 minutes on an optional basis, and that the state finals weekend be increased from a ‘final four’ to eight qualifying teams.

• The Board denied a proposal from the Soccer Coaches Association to move the start date that games are permitted three days earlier in August (from Aug. 23 to Aug. 20 in 2010).

• The Board denied three proposals from the Football Coaches Association, including; 1.) expand the number of scouts permitted free of charge at OHSAA tournament contests from four to eight; 2.) change the designated home team in a regional semifinal or regional final tournament contest to the higher seed regardless of how the regional bracket was set based on the final Harbin Ratings; and 3.) provide a meal allowance to home teams in the regional quarterfinal round.
